User states
A PMA.core user can be in one or more states defined here
Administrator
The user is an Administrator, which has access to the Administrator UI of PMA.core as well access to all admin API features
Suspended
The user has suspended all operations, he cannot login or perform any API operation. This is as good as if a user deleted.
Locked out
The user has been locked out of the system because of too many incorrect attempts at login or by an administrator
