A PMA.core user can be in one or more states defined here

The user is an Administrator and has access to the Administrator UI of PMA.core, as well access to all admin API features

The user is suspended from all operations, he cannot login or perform any API operation. Effectively as if the user was deleted.

The user has been locked out of the system because of too many incorrect login attempts or was locked out by an administrator
